Venting! Front bumper brackets. ('69 et.al.)

Okay, what was GM's point in making the brackets the way they are? I've got most everything undone in preparation to lift the body, and was starting to work on the last part, the brackets bolted to the front frame horns. I had hoped I could just remove the four bolts (on each side) and then lift the body, but I see that the bumper brackets must be removed first to allow access to one of the bolts under the bracket bulge. Is there some issue I'm missing that indicates a sound engineering reason for this?

Just curious.
 
If you think it is a hard car to take apart, it is even harder to put back together, there is no doubt.

Take your time, and mark everything

Also to not forget the bar bracing the nose form the rad support.

GM's reasoning? 10% planning and 90% afterthought. Just like most engineers. They design it, the manufacturing guys build it, and then the techs try to fix it. How many things can you see but not touch at the same time?
