Washington lawmakers are drafting a large economic stimulus package to help create jobs and rebuild infrastructure. They want to include a nationwide scrappage program which would give U.S. tax dollars to consumers who turn-in older cars to have them crushed, as a misguided attempt to spur new car sales. The lawmakers need to scrap this idea.

The stimulus package is being drafted right now. House Speaker Nancy Pelosi (D-CA) wants to introduce the bill on January 6 and have it approved by Congress by January 20, so that President Obama can sign it into law after he is inaugurated.

I am [calling/writing] to urge lawmakers not to include a "Cash for Clunkers" provision in the economic stimulus bill. Owners who turn in vehicles for crushing would receive a "minimal" payment to purchase a new car. This is a misguided attempt to spur car sales and claim that the country's air quality or fleet fuel mileage is being improved.


I work for [company name] located in [city and state]. My company is part of the specialty automotive industry, an industry which enables consumers to enhance their vehicle's appearance, performance, comfort, convenience and safety. "Cash for Clunkers" programs deny our small businesses the availability of older cars necessary to develop and market their products and services. The programs will hurt my company and our customers.


"Cash for Clunkers" programs threaten enthusiasts nationwide with the loss of valuable parts and parts-cars for repair, restoration, and customization projects. The programs also risk destroying classic, historic and special-interest vehicles, our American heritage.


Cars turned in for scrappage often barely run, or are rarely-driven second or third vehicles that have a minimal impact on overall fuel economy or emissions.


"Cash for Clunkers" programs will reduce the availability of affordable transportation and repair parts used by low-income drivers. It will also compete with the Salvation Army, the Purple Heart and other charities that rely on vehicle donations to raise money.


"Cash for Clunkers" ignores better policy options. If Congress wants to act, support for repair and upgrade is a better choice and a win-win for consumers, dealers, manufacturers and repair shops. Significant emissions and fuel economy improvements can be achieved in older vehicles through relatively simple and inexpensive means: repaired/replaced exhaust systems, tune-ups, etc.


We hope we can count on you to reject "Cash for Clunkers." Thank you for your consideration on this very important matter.

I have mixed emotions about this Noonie.
Kalifornia has had this program for a few years now. When my daughter moved out of state, I contacted the state, and the program was out of money for the year. So, I turned it in for crushing, and off to China it went. Six weeks later, the state sent me a letter offering $1,000. The car was just an 84 Lincoln, and was getting to the point all the digital crap was going out, with zero parts available. It was alos an 80's POS.
Collector cars aren't going to be affected by this at all. However, I can see some of your points for sure. Alot of 3rd car owners will get some $$ for unused POS's, and Charity will suffer. When I checked out that angle, the law was already changed here. Instead of a blue book value as a tax deduction, you were notified of the "actual" sale price, and that was your entitlement.
Looks like once again, a Kalifornia law is being spread across the nation. Some work here, but nationally, have little or no value.

As long as it is "voluntary", it's not a problem(With me). If they start making it "mandatory", similar to Japan's smog laws, than it's a BIG problem.
As Larry has stated, good laws with good intentions tend to "morph" into BS.

When it comes down to business, legal, and what passes for ethics, and 'administration' and these clowns for some 30 freeking years now running the joint and we are in THIS bad a dead end to be reading THAT kind of news because they are supposed to be the SMART guys in those fields???

I"m not talking the hard physics/engineering/bio tech fields....I"m talking of so called administrators that let this ship pile so high without anyone going public with a 6 page frucking article spread on the front page onward in the NYTIMES for christsakes.....one sunday AM additon THAT would have waken up the troops, but NO....the freekin' nitwits let it go....

the skipper may set the course, but when the helmsmen see on the radar and the depth sounder are sounding alarms, and the charts say a friggin mountain is ahead, and they spy it through the scope, and then they do NOTHING????

Now to get back to the original post. This is a very important issue that is going to affect the car hobby in the future. Maybe this is the first step, who knows.

I feel strongly that this legislation could easily become the basis for removing old cars from the road. It certainly wouldn't be the first time a law has been "sold" to the public with the understanding that it's being done for safety, or air quality or fuel saving or stimulating the economy or (fill in the blank). Then, after they are passed, they are used to subvert our rights.

I hope that people reading this post will respond as 010752 suggests. For now, the voice of the public is the ONLY thing that legislators may listen to.

I'll guarantee that they don't read car forum threads!

This looks to be a voluntary program that is harmless unless as you say it morphs into something worse.

It's more likely that emissions laws will be used to get old cars off the road but there hasn't been stricter enforcement so far. Its been getting easier with rolling exemptions. I was very pleased to see that Mass has a new program that doesn't even test anything older than 96. There just aren't that many highly polluting carburated cars on the road anymore anyway.

If it ever gets bad i suggest a passive resistance. Just drive the damn thing without an inspection sticker or fake one. Drive it with plates off a newer vehicle.

Hopefully it never gets to that, but that's what i plan to do.
