Seriously though, what the hell? Must be some kind of issue with a register so the computer/motor knows where the light is. I hate to say it since I don't know how big a job it is, but you may need to take both out and see what's different between the right and left side.
And Marck, I think it's a late c5 but not sure of the year.

My 90 used to do this a bit different design but same concept. Anyways drivers light worked fine but passenger side would rotate 1/2 way and stop.
If they rub anything it will cause the headlight module to kill power to the motors, in my case my light bezels were rubbing on that line that goes down to the coolant recovery tank.
May not be your problem but have someone watch the lights as you turn them on and look at them for any signs of rubbing something.
