I ran a fairly similar setup but with dished pistons so a lower CR. Mine was still 10.5. I used Edelbrock RPM heads with 170 cc intake runners. This is much smaller than most would recommend for a 400 but it worked fine up to around 5000 RPM. I used a performer intake and a stock Q-jet carb. Both seemed adequate for the build.

I'd check your CR before going too much further. Unless you want to run race fuel you may have to do something about it.
 
Here's a 406-based small block I built for a '64:

530 hp at 5900rpm and 528 ft/lbs torque at 4800. The engine put out 440 ft lbs torque at only 2500 rpm - right off idle...!
Custom ground CompCams hydraulic roller with RHS iron heads. Carb is an 850 Mighty Demon sitting on a Victor Junior which I port-matched to the heads.

I'm now building another 406 for my own '64. I need more power, so this time it's a custom grind solid roller with the RHS aluminum heads. Going for 550 hp this time:

Note original "no breather" 64 valve covers - PCV/ventilation system hidden towards back of valve cover spacers.
I'll post dyno results once the engine has been shaken down...

Here's a 400 based 377 with a few tids and bits, this should make in excess of 600HP @ 7500 RPM
