Looks a lot like tar paper. For the stuff price that the parts retailers have I can get a roll at Lowes, what am I missing. Thanks Jack

Shingle underlayment paper?? that's been rolled up maybe 4x thick under my tank straps for some 15? years......

no sweat....tank out maybe 4? years ago and it was perfect....

You are probably correct. I bought the tar paper straps for my 68 and 70 from a Corvette vendor . Both cars have new fuel tanks from Quanta. Maybe a couple of bucks too much more expensive that the Leowes tar paper, but they fit and look OK. Moving on the other issues.......(renewing one of these old cars is a painful experience in addressing all these nit noy small details.)
 
Look around for a roofing job. Roofers discard more than enough 30# felt paper that you need for the job. If you ask, they'll probably cut enough off a roll for free.

I used strips cut from the bladder of a 75 tank.
