I need prepping for paint advice after razorblading this 90

This car suffered from horribly peeling clear coat. I still have to remove molding and door jamb razoror blading to do though. When I get to the stage I'm at in these pictures (the base paint is very thin in these pictures) is it now time to start block sanding this car? What grit would be best at this point and should it all be water sanded at this point?

The hoods paint is still nice. Do you all think I should take this down to the primer as well?

I use 400wet with a small block sanding palm thing on this area and the yellow primer came out very smooth. Is the primer my best starting point for re-primering and getting the car ready for new paint? Or should I take the car down to bare glass and start over?

Is the clear lifting or the base color? It looks like the base is lifting which would indicate it is failing. You can sand off the loose stuff and start with primer but the base is going to lift somewhere else next and hose you. I would not worry about wet sanding the old finish at all - any primer is going to need 180 or coarser to stick. I would use the old paint as "filler" and block sand the car smooth using 180 on a long 18" board (NOT A DA sander). Most of the old paint should sand off except in low areas. Then put on two wet coats of primer and block sand that to see what you have.
 
No, the base coat seems to be sticking fine was the the clear peeling everywhere. Heres what it was like when I bought it, just got much worse with time.

Have any of you used urethane safe chemical stripper on your bumper covers? I noticed on my front bumper cover where it has flexed the paint cracked and completely lifted from the black primer. So probably best to strip both covers and since going this far razor blade the hood as well and start out new.
 
Okay, I noticed a area on this car where the primer has lifted off the glass. I am also concerned with the multiple types of primer that are on this car as well. Do you guys think it's best to strip this car down to bare glass and start over?

I once heatgun stripped my 1982 vette down to bare glass and was wondering if this would be a good choice for this car. Here is the 82 that I heatgun stripped and it came out very nice.

Being the panel seams are hidden by the beltline molding on the 90 seems like it wouldn't be as labor intensive to start building up the surface for paint again.

what are you opinions on stripping this car (rather not use chemicals) Do you think to get a nixce and lasting paint job this car really needs stripping?
