question about smiles

i have some questions i've always wondered about smilies. i figure we either have some geeks or mods here that could answer, so here goes:
1) do you have to pay for smilies on this (and other) forums?
2) who "owns" the smilies?
3) i've seen people post smilies in threads that are not listed in this (or other) forums. how do they do that?
so skool me on the smilies.

1 No, smilies are free
2 no one owns the smileys, I put all the smileys there that are available through the forum.
3 They simply link to the smiley (like on a smiley collection site) the same was as you would post an image hosted somewhere else. If you however have a neat smiley and feel it should be added to the lift, just say so..it may happen. Let me warn beforehand, I hate large smileys and those silly ones with rocket launchers and what not that take up half the screen.
