A friends son stripped out the threads on the pedal for his bicycle. I volunteered to fix it thinking it would not be a big deal. Wrong!

So I get some new pedals and see that the threads (as listed on the box) are 9/16-20. There is no such thing, fine thread is 9/16-18. So then I start thinking, this must be metric and "converted" to fractional sizes. So the closest is 14mm x 1.25. This is a spark plug thread size..........almost.

14mm = .551 dia. and I am measuring these pedals at .561 dia. Thats not going to work.

Anybody point me in the right direction here?

There MAY be such a thing. On a Model T, there are 4x 1/4"-24 screws. That way, you HAD to buy them from Ford. We usually just retap them 1/4"-20.;)
If it's not a racing bike, just drill them out and weld it.
