Spin on oil filter adapter

So,
A buddy purcahsed a spin on adapter for his 1 piece main seal sbc crate engine. It came with a fiber washer, spring, and a freeze plug affair.
Sounds like the bypass valve is not assembled now. Anybody know the sequence of assembly? Does it peen in place? I haven't seen it yet, just got a call is all.:rolleyes:
 
Looking at the factory part- the fiber washer is closest to the filter, spring on top of that, and then the retainer- (freeze plug looking thing). Looks to me like high pressure unseats the fiber washer and lets it bypass.

I figure, but I can't believe this thing was unassembled. Does the flat washer peen in there? I forget. Long time since I stared at one.
 
I agree- I can't imagine one being shipped in parts.
