Not sure..probably (never tried it) but why would you want to? It'll scale over (oxidization layer), that's what protects 4xx from rusting any further. If you remove the scale so it shines again, it'll scale over again..repeat and you will be through the tubing sooner or later. Might as well just brush the weld with a stainless wire brush, let it scale over and it'll be fine. Most of that 409 stuff is welded autogeneously (without filler)
BTW, be careful with the stainless pickling compound, you'll get "shrek" nails if you get it on your hands LOL
