Shimming a starter

I had a good look at my starter and noticed a shim between the alu block and starter it self. removed the 2 bolts, with turned out to be 3 bolts. There is one inside.

It is now slightly halve way up the flywheel.
 
What type of engine and starter are you working with...? That's not a GEN I GM as everyone here was assuming...
 
Oh... you mean the shim was between the starter and the bellhousing. Not between the starter and the block.
 
I installed a power master mini starter on my 427 with no shims and no problems.
